The city engineer for Owatonna has been charged with felony domestic assault by strangulation after an altercation at his home Friday.

Kyle Aaron Skov, 49, faces the felony count along with a pair of misdemeanor domestic assault charges. He was jailed over the weekend at the Steele County Detention Center and released Monday after appearing in Steele County District Court.

The incident involves another male in Skov’s home on 17th Street S.E.

Skov has been the engineer and public works director for Owatonna since 2012. In a statement Monday, City Administrator Kris Busse acknowledged a complaint regarding Skov and that he is currently on leave from the city.

“The city takes such complaints against its employees seriously,” Busse said, adding staff is reviewing the complaint and will take action as determined appropriate and consistent with policies, procedures and the law.
