Steele County Commissioner’s Synopsis for 2/18/2016

Meeting was called to order at 7:00 p.m. Pledge of Allegiance was recited.
1. Brady/Schultz to approve the agenda. Ayes all.
2. Brady/Glynn to approve the consent agenda. Ayes all.
• Approve the Personnel Report. Ayes all.
• Approve a Resolution Adopting Negotiated Changes to the 2015 -2016 Minnesota Teamsters Public and Law Enforcement Employees Union Local #320 Detention Center Non-Licensed Essential Correctional Sergeants Labor Agreement.
Upon the vote being taken, 5 Commissioners voted in favor thereof, none absent and not voting. A copy of the Resolution is on file in the Auditor’s Office.
C. Approval of the Commercial Lease with MNPrairie. Ayes all.
3. Glynn/Schultz to approve the minutes of February 9, 2016. Ayes all.
4. Glynn/Brady to approve the revisions of the three policies and forms regarding requests of information: Summary Data Procedure, Data Practices Policy for Members of the Public and the Data Practices Policy for Data Subjects. Ayes all.
5. Huntington/Schultz to approve the Riverland Supervisory Management Training Proposal at a cost of $16,000. Ayes all.
6. Glynn/Brady to approve continued staff planning of a holiday employee recognition event. Ayes all.
7. Brady/Schultz to approve the Maintenance & Support Contract with TriMin for IFS (Integrated Financial System). Ayes all.
8. Schultz/Huntington to approve the revised bylaws for the Steele County Safety Advisory Committee. Ayes all.
9. Glynn/Huntington to approve the process/timeline and evaluation tool for the Steele County Administrator’s Performance Review. Ayes all.
10. Glynn/Brady offered a Resolution that Southern Minnesota Municipal Power Agency (SMMPA) is constructing a reciprocating engine electric generation facility fueled by natural gas with a capacity of 38.8 Megawatts. Upon the vote being taken five commissioners vote in favor thereof, none absent not voting.
11. Brady/Huntington to approve the out of state travel request for Rick Kvien, Steele County Recorder to attend an annual Fidlar Software training from May 23-25th 2016 in Iowa. Ayes all.
12. Huntington/Schultz to approve the 2015 Annual Feedlot Report and authorize the Chair to sign. Ayes all.
13. Huntington/Glynn to approve the service agreement allowing the County to use Point & Pay as their third party vendor to process credit cards transactions. Ayes all.
14. Glynn/Brady to authorize the sheriff to sell/trade older shotguns/rifles in exchange for other weapons or ammunition. Ayes all.
15. Brady/Huntington to authorize the sheriff to auction off old radios using a local auction business or online service such as MinnBid. Ayes all.
16. Glynn/Huntington to accept low bid from Krejci Ford in the amount of $77,500 for three squad cars and to approve the purchase of three cameras from Watch Guard for the squads at an approximate cost of $5,000 each. Ayes all.
17. Huntington/Schultz to approve the lease agreement with Steele County Transitional Housing to utilize County property (315 South Cedar Avenue) as transitional housing, until such time that the property is needed for County expansion at the Courthouse/Attorney’s Office campus. Ayes all.
18. Huntington/Glynn offered a Resolution that the Steele County Board of Commissioners delegates the Environmental Services Office the responsibility of coordinating, assembling, writing and implementing the revised Comprehensive Local Water Management Plan pursuant to Minnesota Statutes, §103B.301.Upon the vote being taken five commissioners vote in favor thereof, none absent not voting.

Huntington –No report.
Schultz reported on his attendance at the Steele County Fair Board, City of Owatonna meeting regarding storm water fee.
Ebeling reported on his attendance at the MNPrairie meeting and SCCL meeting.
